Scope of Works

The Joint Cavern Development at Anderson Road Quarry Site – Reprovisioning of Public Works Central Laboratory and Building of Government Records Service’s Archives Centre is located at Tai Sheung Tok in East Kowloon, within Strategic Cavern Areas (SCVA) no. 28 – Tai Sheung Tok and the Anderson Road Quarry (ARQ), which ceased operation in July 2017 and under development. The Development of ARQ is planned for medium and high-density housing development, with supporting commercial uses, Government, institution or community facilities, open space and amenity areas, etc. The location plan and site plan of the project are shown in the figures below.

Relocation of Public Works Central Laboratory to caverns
The proposed Relocation of Public Works Central Laboratory to caverns will provide the following major facilities –
  • Laboratories and sample storage rooms;
  • Offices;
  • Information technology supporting rooms;
  • Multi-purpose room; and
  • Loading and unloading area and associated car parking spaces.
The proposed works comprises –
  • Construction of a cavern complex and connection adits of about 6 000 square metres in area and about 160 000 cubic metres in total volume inside the mountain body of Tai Sheung Tok at the Anderson Road Quarry Development site;
  • Construction of a 3-storey Public Works Central Laboratory (PWCL) Building inside caverns and at the portal (about 2 000 square metres in site area), including its structure and foundation, building services and installation of furniture and equipment for accommodating the relocated PWCL and laboratories of the Product Testing and Dutiable Commodities (PTDC) Section of Government Laboratory;
  • Demolition of the existing PWCL Building at Kowloon Bay; and
  • Other related works, including landscaping works.

Building of Government Records Service’s Archives Centre in caverns
The proposed Building of Government Records Service’s Archives Centre in caverns will provide the following major facilities –
  • Archive repositories;
  • Processing area for conservation, preservation, appraisal, accessioning of records;
  • Offices;
  • Public service area (including an archival records search room and a multi-purpose room);
  • Storage area;
  • Information technology supporting rooms; and
  • Loading and unloading area and associated car parking spaces.
The proposed works comprises –
  • Construction of a cavern complex and connection adits of about 6 500 square metres in area and about 190 000 cubic metres in total volume inside the mountain body of Tai Sheung Tok at the Anderson Road Quarry Development site;
  • Construction of a 4-storey Archives Centre (AC) inside caverns (3 storeys at this portion) and at the portal (about 2 000 square metres in site area), including its structure and foundation, building services, installation of automated storage and retrieval systems, furniture and equipment; and
  • Other related works, including landscaping works.
